What is the diff between a foreign service officer and a foreign service specialist?

Are they both diplomats?

Are there any type of diplomats who are not FSOs or FSSs?

  1. FSOs tend to be what you think of as "traditional" diplomats- economic, political, consular and admin folks.  FSSs support the FSOs- they're secretaries, communicators, doctors and nurses, security types, IT folks, etc. There used to be a pay scale difference, but that kinda went away 25 years ago.
