  1. A High Commission is the diplomatic office between members of the Commonwealth of Nations and is led by a High Commissioner.

A High Commissioner is appointed in the name of the government rather than the state. The origin of this is that the British monarch was head of state across the British Empire, and thus diplomatic relations bewteen the UK and the Dominions such as Canada and Australia were at government level rather than head of state level. The tradition has continued as the Empire evolved into the Commonwealth.

In practice, there is no real difference however, and High Commissioners have the same rank as an Ambassador.
