  1. TV images are the result of dots of light on your TV screen. These dots are called pixels. A 720p TV has just over 1 million pixles. A 1080p TV has over 2 million pixels.  At 46", an LCD TV with 720p can look grainy. I'd recommend the 1080p, 2 million pixel TV. AT 42" you could go either way.

  2. A 1080p TV has double the resolution than a 720p TV giving you a over all better, less grainy picture. But the thing is that you have to have the signal to get the picture if you are giving a 1080p TV a 720p signal you will get a 720p picture. at this time there is not many ways to actually utilize a 1080p TV unless you plan on getting a PS3, Xbox 360, or just a bluray player. They dont broadcast that kind of signal yet. You might want to think about going with a cheaper 720p model if you have that option. (some people cant even tell the difference between a 720p and a 1080p picture even on a 52" TV)
