What is the difference between 12500 a & 12500 c?

I read the vehicle code, but I am confused with the language, "Unlawful to Drive in Offstreet Parking Facility Out of Classification." Your explanation will be greatly appreciated. Thank you.

This is a traffic code ordinance, in order to determine the difference you would need to read the entire code.  As codes very from city to city, we would need to know what city and state the code is from.
