In general, IT involves planning and building networks, maintaining and managing computers, and so on. Because this degree teaches how to use commercial products to solve problems, this is a degree that's not very involved, and is often offered by technical schools and community colleges rather than serious four-year schools.

Computer Engineering studies both hardware and software at a low level--a combination of electrical engineering and computer science. Students will learn how is hardware designed and implemented at the chip level; how to make their own computers from the ground up, rather than buying parts and plugging them together. How to design and build software from the ground up, rather than buying commercial packages. This is a serious degree, offered by larger four-year schools.
