What is the difference between Indian gold and 916 gold?

Is there a difference between Indian gold that is sold in Masjid India and 916 gold that is sold in shops ike Tomei, Poh Kong?

If you buy gold from India or other Asian country and if there is no hallmark of 916,then the purity can be anywhere from 18 to 22 even if you bought it as 22ct.But nowadays all most all Jewellers in India are under the control of Bureau of Indian Standards[BIS] and are selling pure 22ct.
