  2. Regulation is a rule that is followed by the people who created them, whereas a Rule need not be followed by its creators. Though, others will have to follow both !!! Regulation is more of a guideline, which is binding for the authorities, unlike a rule.

  3. A 'rule' is a "principle or maxim governing conduct,"

                                            OR

    a 'rule' is a "Strip used for making straight lines"

    A 'regulation' is "to control by rule, direct" or management of rules.

    So . . . . now I understand why stripper clubs are under so much regulation!  Government wants to govern the conduct of those guys who stand up straight and take notice!

  4. regulation would have enforcement power of a governmental authority of some sort.

    rules are a bit more informal, and refer to the guidelines for things like games.
