  1. a million is a million for both a 1 then six 0,

A billion in america is a 1 then nine 0, this has come to be the case in england as well, but here it used to be called a thousand million whilst a a billion would have been a million million or a 1 then twelve 0.

  2. They`re both the same unless you`re talking about money. Eg the difference between a million pounds and a million dollars.

  3. There is no difference between a British and an American million. They are both 1,000,000.

There used to be a difference between a British and an American billion, though. The British billion was a million millions whereas the American one is and was a thousand million, thus:

    (UK) 1,000,000,000,000

    (US) 1,000,000,000

The British billion hs virtually died out and you can now assume in any current text that the word "billion" refers to the American value.
