What is the difference between a Town Hall meeting and a city council meeting?

I've never been to a city council meeting but my friend and I attended a "town hall" meeting this past week. The city council as well as the mayor were present and on the stand. Basically there was a bunch of people speaking about the changes in our city, is this the same thing a city council meeting? If not what is the difference?

  1. City council meeting is just that...You have members voted in to represent certain areas of the city...A town hall meeting would be more open to the public at large, anyone in the town would have the option to attend and to speak their mind.


  2. City councils simply serve a community larger than a town.
