I live in the greater Phoenix area and I have known that it is a Basin rather than a valley for a long time but I don't know what the exact difference between the two geographical formations are.

  1. A basin is a circular or oval valley, or depression of the surface of the ground, the lowest part of which is generally occupied by a lake, or traversed by a river but valley is a long depression in the surface of the land that usually contains a river.♥

  2. A basin is a hollow or depression in the earth's surface, wholly or partly surrounded by higher land.

A valley is an elongated depression between uplands, hills, or mountains, especially one following the course of a stream.
