  1. Chilli is from the capsicum family and a pepper is from a pepper plant.


  2. I thought it was simply regional terms for the same and different-but-interchangeable things, but I'm not certain.

    They are of the same species, but are cultivated to be different, leading to the many different variaties. So, in short, a chilli pepper and a bell pepper are of the same species, however a chilli pepper has been selectively bred to become spicy, whereas a bell pepper is sweet. It's kind of confusing.
