The legal definitions can vary a little based on where you are in the world.

Essentially a town is a small unincorporated settlement. It's just like a city but they don't have their own government.

A county is an administrative division made up of several towns and cities. Several counties make up a state or province if those divisions are used.

A district would depend completely on what kind of district and where you are. Some cities subdivide into districts. Some districts include several cities or counties, and some are divisions that have no regard for another divisions boundaries whatsoever. It's a local division, but how local varies.
