  1. A fugitive is someone that is actively trying to avoid arrest, usually by fleeing to a location where the authorities seeking his (or her) arrest have no legal authority to make that arrest or to where the fugitive can expect to find either protection or no serious efforts at his (her) arrest on behalf of another jurisdiction. A felon is someone that has been convicted of a crime that, in most jurisdictions, is punishable by at least 1 year in jail and/or a fine of at least $1,000.


  2. A felon has been convicted of a felony level crime (as opposed to a misdemeanor or just a fine-able offense).

    A fugitive is anyone whom law enforcement is seeking by request of legal authorities (prosecutor, judge, other law enforcement officials), but has not made acceptable contact (this is the vague part). Sometimes a material witness who does not contact authorities can be considered a fugitive, even if they are not suspected, have not committed or been convicted of a crime.

    2) Fugitive; one who is fleeing from custody, they may or may not, be convicted of a crime, but "flight" is the key word.

    A fugitive may be just WANTED for a crime and has not yet been convicted.

    a fugitive is someone who has escaped police custody and running from the law, this can be people who broke out of jail or prison, or someone who jumped bail
