  1. A "freeway" is usually defined as a "limited access highway".  In other words there are only certain places to get on and off, and there are no "cross-streets".  A highway, is, strictly speaking, any road between two places, and may have businesses or houses fronting it, and intersections with other highways.

    So, all Freeways are Highways, but not all Highways are Freeways.


  2. In the US:

    freeway, expressway = Interstate. Speed limits are higher.

    highway = state or national highway.  More stoplights, more traffic, often fewer lanes.


  3. It's just a regional difference in names.  Back east, we called it a highway.  When I lived in Wyoming, it was the interstate.  Here in California, it's the freeway.  It's all the same thing, different name.  Here in California, the roads have more lanes, but it's still the same thing.
