A very simple explanation (there are many ifs ands and buts, that apply):  In a turbo-prop the gases produced by the engine spin a propeller.  With a pure jet, the exhaust gases are expelled from the rear of the engine producing "thrust" directly.

3  The design allows for the props to be turning slow while the engine is at full power*.

A turbo prop is designed for aircraft that use short runways and fly short distances, compared to pure jet engine aircraft which require long runways and must fly higher and longer legs to make sense money wise.  All airplanes are designed for certain type of applications.  The powerplant is only one of the considerations.
