  1. The difference between these two position is really the name it is given....The regular counselor in DOE is a person who gives counsel, an adviser to  the students/parents  of their progress in school, to help also with their continued education in College grants or different courses they need to complete to graduate or also if there is family/students problems causing their grades to fail.. Mandated special education counselor  mean to have written authority to act for the person involved with special education student  needs.

  2. The difference is this...(or at least this is my interpretation of what I think you are asking)...

*A school level counselor can see any student.  Issues usually will deal with behavior, attendance and/or academics.  They deal with stuff like tardies, in-class behavior and helping students with planning out curriculum toward college, etc.

*A "mandated" special education couselor has minutes specified within the IEP that they are required to see the student to deal with individual issues, usually pertaining to their disability.  For example, you may be required to work with a student on coping skills if they have an emotional disorder.  Or you might have to work with a student for organizational skills (beyond what can be handled within the scope of a "hey, get more organized" basis) for ADHD students.

*The main difference is this...you will be held accountable for working on IEP goals.  If there is a goal on appropriate social interactions, you will be the one to work with the student for social interaction goals.  This might include goals for eye contact, appropriate voice level or personal space.
