A plot summary tells you what happened in a book, movie, etc., but a review is your opinion on the book, movie, etc.

A plot summary is an objective description of the book's plot (as you would see in Coles Notes).  In a book review, you share your own opinion of the story, its characters, the authour's writing, and so on.
