  1. a watch means to 'watch for that activity' that the conditions are right for a tornado, thunderstorm, etc.  A warning means that that activity has been reported/sighted and imminent.


  2. A watch means that conditions are favorable for a severe thunder or tornado, depending on which one is issued.  A warning means that a severe thunderstorm or tornado has been spotted and you need to take shelter in a strong building immediately.  Hope this helps!
