  1. Room and board usually means renting a room in a house that you share with others, often a family, and your meals are included.  Usually you are responsible to take care of your own room, laundry, etc.  Often the bathroom is shared.

    I have not heard the term "board and care", but the word "care" implies that some sort of service is included in addition to the meals.  That service could be laundry, cleaning and care of the room, or personal care such as nursing care, administration of medications, etc.


  2. Not sure why you're asking this in board games, but...

    For board and care, think nursing home.
