The sustained wind speed.  A tropical storm has a sustained surface wind speed from at least 35 mph to 73 miles an hour.  A hurricane has a sustained surface wind speed (somewhere within the circulation) of at least 74 mph.  If the sustained wind speed is less than 35 mph, it is a tropical depression (assuming it has a closed circulation center).
