    "Threatened" and "Endangered" are also terms used in the United States' Endangered Species Act.  The Act defines these terms as follows:

    The term “endangered species” means any species which is in danger of extinction throughout all or a significant portion of its range other than a species of the Class Insecta determined by the Secretary to constitute a pest whose protection under the provisions of this Act would present an overwhelming and overriding risk to man.

    The term “threatened species” means any species which is likely to become an endangered species within the foreseeable future throughout all or a significant portion of its range.

  3. A threatened species is one that's on the verge of being endangered. Thus, they are threatened to be endangered.

  4. endangered is just a little bit under population, and threatened is close to becoming extinct and will take time to restore the population to a healthy number.

It depends on what system you are using.  Under the US Endangered Species Act, endangered species are considered at greater risk, and are more strictly protected, than threatened species.  The most widely used international list is the Red List of Threatened Species maintained by the World Conservation Union (IUCN).  The Red List includes three categories of "threatened" species:  Critically Endangered, Endangered, and Vulnerable.  Species that are of concern, but do not yet qualify as vulnerable are called "Near Threatened."  The Convention on International Trade in Endangered Species, a global treaty to protect wildlife, uses the word "endangered" in its title, but its text refers to species "threatened with extinction."  Thus, the terms can be synonymous.  As a general rule, "endangered" species can be considered as the subset of "threatened" species at greatest risk of extinction in the near future.
