When they say offshore they don't mean an island or anything they mean its in another country alot of these accounts are illegal.

money in offshore accounts are not all illegal.  It just means that if you foreclose or file for bankruptcy or get a divorce, your assets in the offshore account won't get touched.  So if you're trying to hide your assets, go offshore.
