an over pass is a slip road that goes over the the main carrageway , an under pass is a slip road that goes under the carrageway

Over pass is when you over another highway on abridge. An underpass is when you go under a bridge or highway.

Overpass is where the freeway goes over the street level.  Underpass means the freeway dips underneath street level.

Most people feel free to use them interchangeably.
