  1. The only difference is the a High Commissioner is the official title given to an ambassador of a nation who is a member of the Commonwealth of Nations. Any member state such as Canada who has diplomatic relations with another Commonwealth member such as Jamaica will officially call their embassy a High Commission and their ambassador a High Commissioner. When a Commonwealth member has diplomatic relations with a non-Commonwealth member (for example the U.S.), than they use Embassy and Ambassador when referring to their official diplomatic representation in that country.

  2. The ambassador of a country normally works for an organization such as the United Nations.  However, a high commissioner remains in the country most of the time doing ambassador-like work.  John Bolton is a prime example of an ambassador, as he is the ambassador for the United States at the United Nations.
