The difference between their budget & box office gross indicates whether it was a flop or not.For example if a film had a $ 50 million budget, but only grosses $ 30 million at the box office, the studio head will consider it a flop because it didn't even recover the costs incurred.Below average would propably be breaking even, but a lot more was expected of it.
