  1. The limits to detention act, signed by President Richard Nixon, 18 USC 4001, prohibits the feds from holding U.S. Citizens without the authority of an Act of Congress. Contempt of court can only be prosecuted as a criminal act, see Federal Rules of Criminal Procedure Rule 42.

    The only example of a federal civil offense I know of is anti trust activity. The ABA, for instance, signed a consent decree for its anti-trust acts.  http://www.usdoj.gov/atr/public/press_releases/1995/0257.htm

    The word civil is also sometimes used in state courts for failure to pay alimony or child support.  This is addressed in detail in State statutes.
