  1. A council member (city or county, for example) usually represents a certain district.  An at-large member represents the whole city, county, or whatever.


  2. Councillors are normally elected by their ward. I imagine that a councillor-at-large would be a purely patronage appointment, similar to "Minister without portfolio" someone given the status but not the responsibility.
