A country is much larger, a district is the different parts of the country. To the comment below I was just trying to be helpful, so you can take your criticism elsewhere.

In the UK a county is primarily a geographical entity whose boundaries were fixed historically. In modern times counties are administrative units of local government - so we have a County Council.Some geographical/historical counties correspond with an administrative unit of local government.These are called 'unitary' authorities.

In other areas counties may be divided into districts for administrative purposes and so will have a District Council in addition to a County Council The Districts are largely autonomous within their geographical areas - although local government functions may be undertaken in jointly in partnership with adjacent local government bodies.

All major cities also have their own (again autonomous) local government organisations and to add to the fun we also have administrative units called  "boroughs".

Well in England a district is smaller than a county. we have the district of Nottingham and we have the county of Nottinghamshire. A district is an area of places or a town or city but a county is a lot bigger. Districts are inside counties.

And there are also congressional districts in every state which are about the same size as counties, but the 1st Congressional district is bigger than Worcester county, the largest in MA:
