  1. The publisher either owns or is part of the ownership of the paper, depending upon its size. He/she can in some point try to push his/her political agenda or the ownership's political agenda but usually the managing editor and the editorial board are the ones who decide what the editorial policies will be. The managing editor , along with the city editor, sports editor, business editor or if the paper is that small  city, political , spots , business reporters all look for errors, check facts (although for the most part they expect the reporter to have his/her information correct ) make sure there are no libellous statements made and in the end are responsible to the publisher or publishing group.

I hope that helps. Generally it'll be the poor managing editor who will get the nasty phone calls and evil letters to the editor . He and his editorial group may or may not have to edit them down to size or for language.

The managing editor along with circulation manager and the advertising team have the final look at advertising campaigns, special features and anything else of importance to the newspaper.

  2. An editor deals with content, a publisher deals with the financing and printing.
