What is the difference between highlights and lowlights?

I'm getting my hair done soon and i was thinking about getting highlights, but my friend recommended lowlights because she said lowlights are safer than highlights. can anyone clear me up on this?

highlights are lighter, like blonde, light red, etc

lowlights are darker, like brown, black, dark red, etc.

i don't know if there is any difference between the safety, though.

highlights= getting lighter streaks then your hair color

lowlights=getting darker streaks then your hair color

Lowlights go darker, You can use a Semi-permanent Which is alot less damaging then permanent(Less Ammonia.)

Highlights go lighter, You need to use a Permanent color, because Semi ONLY goes darker. Permanent color is damaging then Semi.

i would think lowlights are less safe because more color. but coloring your hair isn't really good for it.
