  1. A highway is a public way that is typically a main or direct road. It might also have toll areas.

    A freeway can be one or both of the following:

    -an expressway with fully controlled access

    -a highway with no tolls

  8. In most highway traffic act books, a highway is defined as anywhere a car can be, any roadway, driveway, overpass, viaduct, back lane, all the space covered by sidewalks, medians, anywhere between the fences on higher speed roads, etc. etc.

    As I understand it, a freeway has no toll booths, hence it's called a "free"way, also higher speeds too linking cities and towns.
