The natural spring water is supposed to come from a stream. The other could come from a well or some other source.

Mineral water must have a stable composition, so will taste the same every time.

Spring water may have a more variable compostion over time.

Both must come from an underground source.

The English regs say that mineral water may not be sold as spring water.  This is nonsense. I know for a fact that Volvic describes its water as both natural mineral water and as spring water.
