  1. Partly sunny is the positive way to look at it. Partly cloudy is the negative way.

  3. I'll put it in to a sentence for example:

    Today the weather will be partly sunny.  We'll get a little sun.

    Next example:

    It will be partly cloudy, and a chance of rain.

    It's almost the same.  In both phrases it's a chance of rain because of the clouds.  I work at an astronomy museum.  So I liked the question; although I'm not an Astronomer.

  9. I've often wondered that. Here in Maine, partly cloudy days are usually a whole lot nicer that partly sunny ones. I guess if you start with clouds, and progresses towards sun, it's "partly cloudy." But start with sun, and progresses to clouds, it's  "Partly sunny" and blocks out the warmest part of the day.

  10. The difference between the glass is half empty or half full. Optimism or pessimism....
