    controlling is actually taking the steps outlined in the action plan, or actually implementing the plan of action.


  2. Planning is creating a written solution to a problem, with goals and objectives - then taking actions that follow the plan. Controlling is monitoring the plan, looking for deviations from the plans goals and objectives, and taking corrective actions as needed.
