What is the difference between provisioning and signaling?

Think of it like going to publix and making a phone call.  

Often a supply boat would come alongside and deliver provisions.  This is still done in a lot of ports. Trucks also deliver shipside.

The signaling was done with lights or flags. A lot of this is done by radio today.

provisioning==stocking vessel with provisions, and signaling implies some form of communications.
