  1. A pre-shipment inspection is done at the shipper or manufacturer prior to the item being packaged or crated for shipment to the receiver/customer.

A pre-delivery inspection is done after the item is shipped, and prior to being delivered to the purchaser.

This is done to check for damages that may have occured during transit so that charges may be charged back to the carrier for costs to repair or replace.

  2. per shipment inspection, means before you ship the package at point of origin.

per delivery inspection, means before it's delivered to you to be receive.
