  1. troopers have jurisdiction throughout the state, sheriffs have it in the county they serve, local police are comissioned by the town, cit or municipality they serve.

  2. Sheriff have jurisdiction through the county

state police/highway have jurisdiction on the state's the highways and state roads that leads into the cities

and local police are your best friends because they have jurisdiction withinn their respective cities/town/village but these 3 work together as they are all connected.
