  1. The Trade Related Aspects of Intellectual Property Rights (TRIPS) is a treaty (1994) administered by the WTO.  What TRIPS did is intertwine intellectual property law with international trade.  This hadn't been done before.  TRIPS has enforcement mechanisms as well as stringent laws protecting intellectual property.  Furthermore, anyone wishing to become a member of the WTO must ratify TRIPS.  

    The Berne Convention for the Protection of Literary and Artistic Works, usually known as the Berne Convention, is an international agreement about copyright.  It was completed in 1914 in Berne and eventually (after moving tot Geneva) became WIPO (World Intellectual Property Organization).

    TRIPS contains most of the Berne Convention rules.  The Berne Convention, however, does not contain all of TRIPS' provisions.
