Wireless network setup wizard is the wizard from Microsoft that helps you setup a wireless network. The network setup wizard is a wizard that sets up a wired or Ethernet network.

A router is a device that takes your network signal and through a built in switch, diverts it through ethernet cables to the computers connected to the other end of the ethernet cable. It can handle multiple computers all asking for different information. A wireless router is the same as a router but with a built in wireless access point. The access point sends a signal out to computers with wireless adapters or cards.

No, they aren't.  The difference involves what type of connection and hardware the computer will search for.  If you do a standard network setup wizard, it will expect to find an Ethernet or hard wired connection.  If you run the wireless setup, windows will search for wireless hardware on or attached to your system, attempt communication with a wireless access point and provide you with an attempt to enter the security keys needed to access the wireless Internet if necessary.

A standard router only has Ethernet or hard line ports while a wireless router will have broadcast antennae and some even have both.
