  1. "Are" given sounds better. It sounds like they're getting the best possible training RIGHT NOW, whereas "be" sounds like they're going to get the training soon.

    ETA:  It would sound better if you just write, "It is essential the piolets get the best training possible.

  4. to be given something is literally just that. are sounds kind of slangy. i dont know why number one is correct, but it is.

    If you ask for this sentence in French or Spanish, the speaker will give it you using the subjunctive.
