Not much except one is sanctioned and blessed by the councils and boards and the other is a rebel league. The quality of the games were equal in both but IPL had more famous current and ex players and a lot more hype and 8 franchisees whereas ICL has just one owner,franchisor

ICL is the indian cricket league which is the product of Zee tv group. it is not approved by the ICC and a player contracted by ICL can't play in its respective national team.. so far ICL is 2 seasons old and nobody knows when its 2nd season started and even ended......

and now the biggie Indian Premier League ....... Lalit Modi's brainchild.... its produced by BCCI itself,approved by ICC ,and largely supported by media and people..

its sheer success was due to the media coverage, amount of money( way more than in ICL)no of foreign stars, etc.
