  1. The concept of "refuge" is associated with the idea of movement of a person or persons due to adversities caused by armed conflict and disasters (natural or otherwise -- not all disasters are natural, remember, for instance, Chernobyl).

    The concept of "asylum" is associated with movement of a person/persons due to political persecution or imminence of political persecution in a given country.  Asylum may be territorial (which is the most commonly accepted modality), in which an individual crosses the border of a State to another in order to be protected by the latter; or it may be "diplomatic" (which is largely accepted in Latin American countries but not all over the world), in which an individual in his home country manages to get in a foreign embassy (inside the very territory of his country) and seeks protection therein.


  2. A refugee is forced from his home or country.  Taking asylum is someone who is being persecuted or chooses to leave their country on their own terms.  Possibly to not be held accountable for an action in their previous country.
