  1. Relative humidity is proportional to the ambient (air) temperature.  The air can only hold so much water... so when the temperature is 90 degrees, you can never have 100% relative humidity.  That is because the dewpoint rarely reaches over the 75-80 degree range.  The air cannot hold any more water molecules. The dewpoint has to equal the temperature to have 100% relative humidity.  

    Normal humidity or specific humidity is not calculated based on the air temperature.
