Regular refers to the coffee itself.

Black refers to the way you take it.  Meaning with no cream or sugar.

This should refer to how to order coffee to-go:

coffee "black" means just non-decaffienated coffee - nothing added.

coffee "regular" means coffee with cream and sugar.  In a standard cup of coffee, that means two sugars and two creams (those small creamer cups).  Does not distinguish between milk or cream, but will be of similar creaming level.

coffee "light and sweet" means coffee with more sugar and cream than "regular", typically twice the amount.

all other coffee orders: assumes starts from "regular"

examples:

- large coffee "milk, two sugars"  = must be milk (not cream, but still "regular" level) with two teaspoons of sugar.  The large indicates typically a double-sized cup.  This will result in a same cream, but less sweet than "regular", and twice the amount.

- small decaf, black, two sugars = actually a regular-size cup of decaffienated coffee (smallest size is typically the standard cup), no milk or cream, but with two teaspoons of sugar.

All black coffee is regular coffee but not all regular coffee is black coffee.  They both generally come to you as black, drip brewed coffee.  It's black coffee until you add something to it.
