(forward application to Passport office, on the prescribed form, with requisite supporting documents, like id proof, residence proof etc, along with the fees, and your passport will be issued in a certain number of days (about a mnth's time, usually, after police verification)!  Visa is issued by the country you want to visit: forward visa application to the consulate or embassy concerned, along with the papers and fees, and visa will be issued! good luck!

Come now....they are not made....they are applied for.  You get a passport first from your own country.  Then from the country you want to visit, you get on arrival or in advance (by application) a visa. A visa is getting permission for something, like staying 90 days, or working or living permanently.  I have an American passport and from Australia a visa to live permanently.
