What is the diffrent between Fabric and Bulk Fabric ?

i want to buy huge amount of shirts from one factory in china, although i have already told them about the fabric material, the asked my idea about the Bulk fabric. i have no idea what is bulk fabric or what is the different between fabric and bulk fabric, please help !

I think they are just asking how much fabric, total.  The dont expect answers in yards, they expect answers in bolts.  I think thats the difference.
