What is the diplomatic Currier fail safe?

what is the diplomatic Currier fail safe, as I have to fill a paper containing my full responsibility if any doc will be missed? is it a routine only?

means nothing get lost   or tempered  with  it bypasses    local custom and its escorted by armed  men/woman  to the receiving embassy>>>>. anytime   one embassy needs  requests  mails   to and from  another  embassy or consulate  everything is  packaged up    escorted by diplomatic  security agents   (armed )  taken to the airport   and shipped   tot he other embassy and its met  again by agents who deliver it to the  embassy or consulate  in other  words   everything travels  just  as secure as the   Ambassador him'/her self
