  2. There is debate but it is commonly thought of as the ancient city-states of Sumeria in Mesopotamia.  This was a very long time ago, around 5 thousand years ago in what is now modern day Iraq, and was composed of the first 6 cities know to history (Agade, Babylon, Nippur, Lagash, Uruk and Ur).
