What is the easiest, cheapest and legal way to trace a numberplate to an address? ?

I used to own a car before my ex girlfriend wrote it off, now shes gone and I'd like the car back since it was only a Cat C write off. I have recently learned its been repaired and is back on the road and now I'd really like to at least make an offer to try and get it back. The car has huge sentimental value and any help you could provide would be great. The reg is X859 PDX on a mark 5 Ford Fiesta 1.25 Zetec 16v Thanks very much guys =]

She could not sell it if you owned it. License plate info is protected by the privacy act and is not available legally except for the police checking it.

This may be different by State but you should be able to go to the Dept of Motor Vehicles and ask for the registration information based on license or Vehicle Identification Number (VIN).  They will contact the registered owner prior to releasing any information to you but the information is available for a fee.
