From Rajouri I think there are no direct buses to Vasant vihar. So take a bus to moti bagh and change from there to VV.

take a mtero from rajouri garden to kendriya vidyalaya and from there take bus take bus no.604 to vasant vihar depot. priya complex is near by.

You should be able to get a bus to Daula Kuan and get buses from there to VV
